The interest in public procurement, which is more open to innovation, is strongly recommended by the EC, but Slovak practice is relatively conservative, although the legislation is relatively open.
PRONTO is therefore interested in using the ITAPA platform to organize a specialized training /workshop on a given topic with relevant stakeholders.
While interest in public procurement, which is more open to innovation, is strongly recommended by the EC, the Slovak practice is relatively conservative, although the legislation is relatively open. Organizing a specialized training /workshop as a part of the ITAPA Congress was seen as an extraordinary opportunity to reach the target group of the project, as the conference is attended by more than 700 direct participants out of which 60% (approximately 400 participants) were expected to be from public sector) and 3100 online participants.
The main objective of the training was to raise awareness about the benefits of PPI, present examples of success stories, explaining the key principles and steps in successful implementation of PPI, as well as promote the support the PRONTO project can provide public procurers.
The training was opened by Tomas Matraia (The AdWisers), who focused on the strategic use of PPI at EU level, highlighting the PPI as a strategic tool to relaunch economy, modernise public authorities, empower people and make better policies. Looking at the Covid-19 and the post-Covid-19 economy, PPI is even more instrumental to achieve and operationalise modernization in the public sector, creation of new jobs and businesses, develop stronger markets, ensure global competitiveness (including SMEs, start-ups), funds absorption capacities, trust & transparency, etc.
In the next part, the potential of PPI to building a modern and successful Slovakia was presented. However, the wider use of innovation procurement procedures is hampered by a number of barriers, from the lack of definitions through an unclear legal framework to the insufficient capacity of contracting authorities, as presented by Mr. Vladimír Oros (TATRA TENDER).
The PRONTO project responds to the challenges and needs of contracting authorities by offering capacity building; promoting cooperation and knowledge sharing between contracting authorities, as well as the use of public procurement as a mechanism to support sustainable innovation. The activities of the project aimed at providing support to public authorities were presented by Jana Bieliková (PEDAL Consulting), including inspirational examples of successful application of PPI in the public sector. These included for example presentation of a fresh approach to cooling down a hospital in Poland, facing the negative impact of elevated room temperatures on staff and patients’ well-being, as well as on medical equipment. Instead of air-conditioning patients’ rooms in the summer months, which strained the budget of the hospital, the management of the hospital decided to use the PPI to find a more innovative and sustainable solution. As a result of PPI, the building’s façade was equipped with solar panels, which provide shade without darkening the rooms. The innovative solution led to the drop of temperature inside the hospital by 10% even as the outside temperatures increased by 20%. In addition to that, the solar panels also supply 5% of the hospital’s electricity needs, which compensates for the initial investment.
